SUBJECT: AGENDA ITEMS FOR THE NRC/URANIUM RECOVERY LICENSEE MEETING ON NOVEMBER 13-14, 1996

The Wyoming Mining Association, an association of mining companies and associates in Wyoming which includes a number of uranium recovery licensees requests that the following items be added to the NRC/Uranium Recovery Licensee meeting agenda:
I. REGULATORY STREAMLINING ISSUES
1. Reinstatement of preliminary review of non-routine submittals.
2. Delays in Issuance of Performance-Based Licenses and license conditions.
3. Changes in project manager assignments.
4. Standardization and streamlining of reviews including the use of State agency reviews and the development of a Standard Review Plan for insitu license applications.
5. Reinstatement of transmitting draft or preliminary licenses to licensees.
6. Reinstatement of one NRC annual inspection for operating facilities
II. ADMINISTRATIVE/TECHNICAL ISSUES
1. Use of contractors to conduct submittal reviews including contractor qualification and procurement procedures, costs and the use of UMTRCA Title I contractors to perform Title II reviews.
2. NRC position on reporting requirements for spills and excursions.
3. Progress on the revision of the MILDOS code.
4. Progress of Commission position on dual regulation of non radiological constituents.
5. Overview on NRC Strategic Assessment as it pertains to uranium recovery licensees.
